Further flaws in CervicalCheck found in Scally report – Tóibín

Aontú Leader, Peadar Tóibín TD, has said that mass outsourcing of Irish cervical screening tests in the US, without prior consultation with CervicalCheck was ‘alarming’. The second report of the Scally Inquiry published today found that a significant amount of the 300,000 tests sent to Clinical Pathology Laboratories (CPL) in Austin, Texas were outsourced. This includes laboratories which are no longer in existence.

Speaking today, Deputy Tóibín said:

“The CervicalCheck scandal is one of the biggest failures of the government in recent times. Owing in no small measure to this gross mismanagement and lack of open disclosure, women have lost their lives. However, the government have failed in many instances to implement meaningful reform.

“The findings of this second report by Dr Gabriel Scally on the CervicalCheck controversy are alarming. The HSE were unaware of the outsourcing of many thousands of women’s smear tests, despite outsourcing being identified as an additional risk by CervicalCheck. This is of little comfort to the 300,000 women who are reliant on the system.

“The reports states that the number of laboratories involved in CervicalCheck work was not six, as Dr Scally was initially informed, but 16, with two in Ireland, two in the UK, and 12 in the US. The use of many of these laboratories for CervicalCheck screening was not approved in advance by the HSE/National Screening Service, as was required under the various contracts, nor was their use known to the HSE/National Screening Service.

“Dr Scally also said in the report that following scrutiny of the use of additional laboratories regarding tendering and contracting purposes – that these tendering process appeared to move over time to place an increasing emphasis on price rather than quality.

“Dr Scally plainly states what was already known: The system in place in Ireland for responding to errors in screening is inadequate to the task.

“The policy regarding open disclosure, which Dr Scally has said to be deeply flawed, remains in place here. Open disclosure means that the HSE will communicate with patients in an open, honest, timely and transparent manner if something goes wrong with their care. However, in 2017, the government voted to make open disclosure voluntary instead of obligatory. Fianna Fáil by abstaining from the vote enabled it to pass.

“Patient safety legislation which would allow for mandatory open disclosure, which is clearly a massive priority, won’t come before the Dáil until the Autumn. Leo Varadkar has hinted at a General Election in the Autumn by stating that the by-election won’t happen. This timescale would make it impossible for the legislation to pass. Dr Scally has also raised questions regarding the HSE’s ability to deliver promised reform in the specified timeframe.

“This is a matter of grave health implications. It exposes the incompetence of Fine Gael in delivering a decent health system. But it also highlights the passive yet damaging role that Fianna Fáil have played in supporting a toxic system.”

The Irish political system is radically broken

In Ireland the vast majority of elected representatives put a finger in the air to check which way the political wind is blowing. They have one eye on their leaders – seeking brownie points – and another eye keeping their seat safe. If elected reps shut up and do as they’re told, they are promoted; if they stand up for what they believe in, they are demoted. No wonder we have the political class we have. No wonder one point one billion euro is being buried in a hole under the National Children’s Hospital and that Stormont is in stalemate.

Throughout Ireland, many people are now afraid to say what they feel, many are afraid to respectfully engage on a range of different topics. Many feel there is a new censorship and a new political correctness in Ireland, that opposition to the establishment is being deleted.

Respectful opposition is not the enemy. Respectful opposition is a critical element of a functional democracy. Aontú will have the backbone to stand up, without fear, for you.
